Chief Paul Cell is a 37-year veteran of law enforcement and has served as Chief of the Montclair State University Police Department since April 2001. He is also the MSU Emergency Manager with oversight of all emergency response protocols.

Chief Cell is currently the Vice President of the International Association of Chiefs of Police, (President in 2018.). He served as the 98th President of the New Jersey State Association of Chiefs of Police (NJSACOP) and Chairman of the New Jersey Police Chiefs Foundation. He continues to serve as the NJSACOP International Executive Law Enforcement Liaison and Chair of the Critical Incident Response Committee. Chief Cell is the President of the US/International Asian American Law Enforcement Federation, a United Nations NGO. He also serves as the Director on the Board for Law Enforcement Against Drugs (LEAD.) Most recently he has been named National Law Enforcement Ambassador of the Stan Lee “Hands of Respect” Project.

As Vice President of the IACP, Chief Cell is responsible for oversight of the technology committees; Communication & Technology, Criminal Justice Information Systems (CJIS), Computer Crimes and Digital Evidence (CCDE), along with the Technology Coordinating Panel and the Law Enforcement Information Management (LEIM) Section.

Chief Cell is a graduate of the 217th Session of the FBI National Academy and FBI Law Enforcement Executive Development trainer. He is the co-author/editor of the textbook “Creating Comprehensive Sexual Assault Response Teams,” now in its second addition. He is recognized nationally as a subject matter expert in dealing with victims of sexual violence and sexual assault investigations. Chief Cell serves on the working groups of the NJ Governor’s Advisory Council Against Sexual Violence and the NJ Homeland Security Emergency Services. Also, he is a Board Member for The Clery Center and the Civic Research Institute Quarterly Review. Chief Cell is the President and co-owner of the international leadership training organization, The Albion Columbia Group. As an invited speaker, he has appeared on television, radio talk shows and in national publications. He has presented on a variety of law enforcement subject matters around the globe.

In 2015, Chief Cell was inducted into the NJ Police Honor Legion for heroism. He has continued to be recognized for his contribution to law enforcement throughout his career.
